Iowa Gas New Home Construction Program

Build an energy-efficient home and receive tiered rebates, ranging from $800 to $2,300, by following one of our four rebate options. In addition, homeowners who purchase a qualifying home along with a high-efficiency clothes washer and dishwasher may receive up to $120.
To qualify, space and water heating systems must use natural gas and must meet the minimum standards established for our other programs (>= 94 percent AFUE for furnaces and EF of 0.67 or higher for water heaters, depending on size).
In addition, builders must use one of the following options to qualify a home for the program and pre-enroll before the construction start date.

BUILDERS OPTION PACKAGE OR PRESCRIPTIVE STANDARD

Builder must install a specified set of energy-efficiency measures and meet all BOP requirements, with no exceptions.
BOPs are a set of prescriptive requirements provided by the EPA that if adhered to, indicate the home will perform to the ENERGY STAR efficiency standards. Homes must be inspected to be labeled ENERGY STAR. To qualify for our program, homes must meet the equipment efficiency requirements as well as the BOP requirements.

ADVANCED BUILDERS OPTION PACKAGE

Builder must meet all ABOP requirements with no exceptions and provide certification from a RESNET certified HERS rater.

PERFORMANCE PATH SINGLE FAMILY

Builder must meet specified energy performance targets using current ENERGY STAR requirements and achieve a score at least 5 percent lower than the HERS index target. Builders must provide certification from a RESNET certified HERS rater.

PERFORMANCE PATH MULTI-FAMILY

Builder must meet specified energy performance targets using current ENERGY STAR requirements and achieve a score at least 5 percent lower than the HERS index target.
Single-family homes are single-family detached or attached homes or duplexes. Multi-family homes are three or more multiple units or row houses and are eligible for Performance Path only.
